INTEGRATED COASTAL ZONE MANAGEMENT (ICZM) IN THE PERSPECTIVE OF OCEAN GOVERNANCE TO ACTUALIZE NKRI AS ARCHIPELAGIC STATE

The Republic of Indonesia, with its geographical location between two oceans and two continents, consist of more than two-thirds of the territorial sea area which make a strategic significance in its essence as the largest archipelagic state in the world. However in its implementation, the development of the maritime sector is still far behind and relatively neglected. The Indonesian government is now starting to try to catch up with the maritime sector development through the Presiden policy on Maritime Axis and Marine Highway. Maritime Axis is a strategic concept that is developed to ensure inter-island connectivity, development of shipping and fishery industries, improvement of marine transportation and to increase maritime security. The enforcement of the sovereignty of the maritime territory
of NKRI, the revitalization of the maritime economic sectors, the strengthening and development of maritime connectivity, the rehabilitation of environmental degradation and the conservation of biodiversity, as well as the enhancement of the quality and quantity of marine human resources, are the main programs in the current government to realize Indonesia as the World Maritime Axis. Meanwhile, the Marine Highway policy is to build marine transportation by ships and marine logistics system, which enable non-stop services from Sabang to Merauke. The aim of the Marine Highway policy is to drive the wheels of the marine economy efficiently and evenly with the affordable logistics costs. To assist the Government of Indonesia in realizing the Unitary State of the Republic of Indonesia and in relation to the development of the Sea Toll, it is necessary to develop a concept of integrated coastal and marine development through the concept of Integrated Coastal Zone Management (ICZM) in the perspective of marine and maritime governance for provinces, province to realize the NKRI as an archipelago country. Thus the role of provincial
governments with their autonomous rights, capable of developing marine governance so that the management and development of coastal areas, seas, and small islands can be done better because it can pay more attention to various constructive and destructive factors that are typical and specific owned by each province.The main objectives of this research is formulating a concept and implementation of Government Policies in the Sea for the Development of Coastal Areas and Small Islands as an Integrated Coastal Zone Management. We conducted survey to 6 representatives’ provinces: West Java, Central Java, East Java, Maluku, West Papua and Kepulauan Riau. The method used desk study, questioners and interview. Desk Study were conducted by collecting each provinces Strategic Planning and implementation on Ocean Governance. Quesionnaires and interviews was conducted to BAPPEDA Province and DKP Province, consisting of 23 question and 11 question respectively, to address Ocean Governance, Maritime Axis and Marine Highway programs and implementation, its challenges and solutions. Findings shows that all the 6 provinces understand the importance of strengthening the Provincial Capacity in Ocean Governance to implement the Maritime Axis and Marine Highway, However the development of sea and coastal zone is still not a top priority. Provincial governance faces some challenges such as limitation on human resources, limitation on budget, programs that are not integrated between working units in the provincial governance. Moreover, only 50% of the provincial boundaries in Indonesia that has been established by the Ministry of Home Affairs by the end of 2017. We suggest three concepts that should be strengthened to Provincial Governance which are: maritime economy, boundary delimitation, and Integrated Coastal Zone Management (ICZM).
